On and after the first day of August 1923 all stages running in and out of the city shall adopt and establish a terminal therefor within the city limits and shall stop and start from such terminal in the manner as provided in this chapter, and no person shall, after said date, operate any stage or stage line in the city without so providing a terminal therefor in accordance with the provisions of this chapter.
