No terminal for any stage or stage line shall be established in the city unless the location thereof shall have been approved by the council, and every person proposing to establish such a terminal shall file in writing with the recorder of the city an application for the approval of such terminal by the council, which application shall contain a description of the location of such proposed terminal, and a statement showing the facilities and conveniences proposed to be furnished for the patrons of such stage or stage line, whereupon the recorder shall present such request to the council, and the council shall hear and determine said matter and shall approve or disapprove the establishment of such proposed terminal.
