The council finds it necessary to establish a program for the regulation of dogs for the purpose of protecting the health, safety, and welfare of the residents of the city, and to protect the property rights of both owners and nonowners of dogs. These provisions are in addition to those requirements established by the county under authority of ORS Chapter 609. (Ord. 4420 §1 (part), 1988).
