Whenever any animal bites any person and that animal has not had a valid and effective rabies inoculation as required by state law, or when an animal is suspected of rabies, the animal shall be observed (for the ten days following the bite) under the supervision of a licensed veterinarian or a person designated by the local health officer or administrator, or as may otherwise be specified by state statute or Oregon Administrative Rules.
