Except at firing ranges approved by the chief of police, no person other than a peace officer shall fire or discharge a gun, including spring or air-actuated pellet guns, air guns, or BB guns, or other weapon which propels a projectile by use of gunpowder or other explosive, jet or rocket propulsion. In addition, a commercially manufactured slingshot shall not be discharged within the city. Firing ranges approved for use with all devices listed above shall be supervised by a responsible individual, group, organization, or governmental unit. The following criteria shall be used to determine whether a firing range will be approved:

A. Standards for firing ranges are as follows: “Rifle range” means a range built, operated, and maintained to the standards established by the National Rifle Association; supervised by a responsible adult 18 years of age or older, and having filed a safety plan which was approved by the city police chief.

B. The chief of police shall evaluate the range safety plan in relation to the safety and well-being of the participants and the citizens of the city, taking into consideration the location, number of participants and adherence to safety standards required by the above association.
