A. City council approval of annexation applications shall be by ordinance. Procedures for approval shall comply with the provisions of Oregon Revised Statutes, particularly ORS Chapter 222.

B. If an annexation is initiated by property owners representing less than 100 percent of all owners of property to be annexed, after holding a public hearing and if the city council approves the proposed annexation, the city council shall call for an election within the territory to be annexed. Otherwise no election on a proposed annexation is required. (Ord. 5106 §2 (Exh. B), 2021).
