In the event that a natural disaster or accident occurs, of a national emergency is declared by the governor of the state or the President of the United States which affects Oregon or McMinnville, these provisions shall not be in effect. The railroad shall notify the city of its operations in McMinnville being affected by said declaration. (Ord. 3877 §4, 1977).
